Ken:

San Juan Island (County) has at least a couple of Burrowing Owl records, and
I'm not sure but Jefferson should have one from Fort Flagler and an older
one from Smith I. Lewis and Sharpe's Birding in the San Juans has the San
Juan records. Great Gray Owl has been recorded at least twice in Clallam
County. I remember a bird seen by various observers near Atterberry Lane
(off Taylor Cutoff/Lost Mt. Rd., just west of Sequim), the date escapes me
but it was early January (like Jan. 7) and it was in the 80s, I'm gonna say
1985 but Bob Norton or another veteran out there would have better data. I
also recall an excellent description of a bird at the Blyn Lookout (in the
foothills just southeast of Sequim, near the county line) a few winters
prior.

Boreal Owl has also been recorded in Clallam County, in 1905 near Lake
Crescent if memory serves. The exact citation should be in Jewett or in the
John Hooper Bowles account earlier. Ken, these sources (available at UW)
should have other old owl records to fill your county gaps. Amazingly, we
still don't have a Boreal record (that I'm aware of) for Skagit County;
somewhere up out of Rainy Pass or near the Mt. Hardy burn we're bound to get
one, but those are remote areas that don't get owled much, especially in
fall migration.
