The consensus is "Scarlet-fronted Parakeets" (Aratinga wagleri) or hybrids of A. wagleri and Mitred Conures (A. mitrata). There are several excellent photos published (I can't seem to find the link). Below is what I reported to the CBC coordinator.

Last year we requested that Crimson-fronted Parakeet (Aratinga
finschi) be added to your master list. Our local expert (Dr. Dennis Paulson)
on the identity of our resident Aratinga flock (which is reproducing and has
been reproducing for ca. 10 years or more) has changed his mind. He now
believes that most or all of this flock are Scarlet-fronted Parakeets
(Aratinga wagleri). Could we change the identification of our parakeets for
this year and last to A. wagleri?

I know, I know . . . sorry to bring this subject up again so soon. While rowing yesterday in Andrew's Bay I heard a raucous screeching and saw three parakeets fly from Seward Park, over the lake, and back into the park. So I've got a couple questions . . . what's the consenus on this species? Also, is there any chance that this population is going to be considered "established" sometime in the future (countable on checklists)? Simple curiosity . . .
