I'm sure the reason is a legal issue with the Fish and Wildlife. As a
falconer, I know that any attempt to sell, buy, trade etc. native raptors is
illegal but non-native is perfectly fine. So it must be the fact that using
a native bird requires some screwy permit process etc. Who knows.
