Sounds like a juvenile Pigeon Guillemot. For the first few weeks after
fledging they are pretty much uniformly sooty blackish.

offshore, working parallel to the shore. it would remain on the surface for
about a minuet after a dive. the sun was behind me although it was cloudy
and raining off and on. i was using a 25x scope.
