Near shore marine habitat is not the same as pelagic or oceanic. Even
Boiler Bay is probably not considered oceanic, unless it's depth exceeds 200
meters. I don't know the range of depths of Boiler Bay, however Boundary
Bay might best be described as intertidal (to the low tide mark) or near
shore marine (<50 meter depth).

You are right, Wayne. One of those exceptions is eastern Washington where,
during the winter, Ruddy Ducks are found abundantly on Soap Lake in Grant
County, presumably one of the least "fresh" non-marine bodies of water in
the entire state.
