The Nisqually National Wildlife Refuge has recently issued its Draft
Comprehensive Conservation Plan and EIS. I got my copy in the mail a
few days ago.

The CCP describes the required "no action" alternative, and four
action alternatives, all of which propose some expansion of the
refuge boundaries, and various approaches to estuarine habitat
restoration.
