Subject: Eagle??? with orange patches?

Hello
While watching Bald Eagles feed this morning on the North Fork of the
Nooksack outside Bellingham we observed what appeared to be an immature
eagle with hand sized patches of carrot orange color on both "shoulders".
These were quite vivid and over time we were able to see them on both wings
when folded as well as in short flights around the river bar. This
observation was at a distance of about 1/2 a mile using a scope.
Any ideas what this might be?
