If you want to get them both at the same spot at the same time, in early
May the Camas
Meadows area of Chelan Co in Washington would be one possibility. The owl
could
be located calling before daylight, the Blue Grouse will be booming right
after.

However, I would not limit myself to Washington. This combination is
repeated in
"old-growth" Ponderosa Pine north and south along the Sierra & Cascades.
