The ibis was seen again by Steve Mlodinow this morning at the same location I described before. Thanks to Kas here is the directions.

A single WHITE-FACED IBIS was at McCain's ponds north of Othello, Adams Co
WA on 21 July according to Bob Flores. The bird was seen from the top of the
hill along Broadway just before it becomes McManoman Road. Just as you are
leaving Othello and before you start down hill pull off on the large flat
area towards the railroad tracks. Use your scope and search the east ponds,
it was forging out in the open. WA DeLorme 53, B-7.
