Matt,
I saw two arctic terns at Jetty Island on June 4th. Despite Ed Schultz's note of caution and suggestion of doubt, I am very confident that the two birds I saw were arctics. I saw them from the mainland looking across the river. They were just north of the large sign stating "No Wake" This is a posted nesting area. The free ferry to Jetty Island will start running next week I believe, so you might get a chance to scan more widely if you take the ferry.
