I think it's an imm. Cooper's, but if it is one, its belly markings are a
surprise - I didn't know Cooper's could have that type of markings.

In favor of sharp-shinned:
- Heavily marked undersides, including crosswise markings on belly.

in favor of Cooper's:
- size relative to pigeon, if that's a pigeon
- flat head with eye forward of center (but this may be influenced by
posture),
- prominent terminal white band on tail
