My vote is immature female sharpie: heavier barring/streaking on belly, placement of eye, narrower superciliary line, notch where cere meets head, no "Cooper's Cap" and the over-all smallish body. I don't think you can necessarily use the dead pigeon for scale. Look at the other things in the picture and the bird doesn't look so large.
