While I haven't been down to see to see these fish in-person near Seward Park, I would suspect that they might be stickleback; in late May and in June they are often very conspicuous in the lake, along with yellow perch (which may be considerably larger). Many die following reproduction, and many of the gulls and crows gorge on them. The quiet bays are especially known for such reports, and nearby docks will be covered with carcasses and bones.
