If a bird's origin is determined to be man-assisted, it is not countable.

This is the big question for me. Although I know the chance of
relocating it is merely by chance, and who knows if he will simply take off;
can we count is as a state bird since it arrived with a cruise ticket in its
bill, so to speak? I want to look for it whether is can be counted or not,
but ........
