<PRE>The lead article in the Outdoors section of the Everett Herald, Nov. 9,
details a kayak route, including a map showing the route passing through the
Spencer Island County park and a photo showing eight kayaker "paddling
through the Spencer Island bird sanctuary." The County's web page describes
Spencer Island as "one of the best places in the Snohomish River Estuary to
view waterfowl and shorebirds. Deer, coyote, river otter, and a host of small
mammals and amphibians also inhabit the large island." Outside of shooting,
it is impossible to imagine a use more proximate and detrimental to the use
of the island by wildlife than kayaking. Are dogs and bycycles, which are
presently prohibited from using the park, next? The County has taken steps
to destroy the real attraction of this park to the vast majority of its
users. Unfortunately, this is a typical indication of the County's lack of
