I would asume it is something to do with being mates. Parrots will do that
in the wild and as domestic birds. Once they've found a mate for life,
they'll take time for mutual preening. No one else is allowed to preen the
other's mate except for the mate. If you do come along, you'll get a swift
peck to the body! :) But it could be something to do with siblings like
mentioned.
