Actually, this file is not needed to operate your computer. According to
the Microsoft Knowledge Base (I don't have the article number in front of
me, but if you're concerned, go to support.microsoft.com and search
on jdbgmgr.exe) this file is used by the MS Java
products as a debugging tool for developers, and the average person
will not miss it. If you've removed it, you are probably safe in letting
it be.

As for virus hoaxes in general, it can be a chore, but if a person
downloads the critical security updates for their Windows computers
(windowsupdate.microsoft.com), keeps an updated virus checker on
their computer (checking for updates daily is not unreasonable
and can be done automatically), and never opens attachments they
do not expect, even from friends, they can expect to see few
virus problems with their computers. It also helps to avoid the
use of Outlook or Outlook Express. If you keep your computer secure,
then you will be less likely to fall for hoaxes.
