I visited the site to check on the Count Circle maps and was surprised to see that according to the map the Sauvie Island C.B.C. does not include the Ridgefield Refuge, Vancouver Lake, or anything but the Washington shoreline of the Columbia River. It looks like the center of ther count circle is shown about five miles too far to the west.
I certainly would not rely on these maps to plan on where to bird during count day.
