Gary, Steve, and Tweeters,

A birding stamp (or 'Non-consumptive Use Permit') is a great idea, even if
we need to have two, one for federal lands and one for state lands. With
these it would enable us to use any federal lands and state lands.
I would hope that it would be possible to have one, but I am a realist and
don't believe at this point that states and the federal government could
agree on much along this line.
Regardless, it would be nice to have a federal stamp and if you wanted to
go to another state to bird, be able to buy a stamp that allows access to
all state lands there. It would make trip planning simple.
If you half the purported 70 million birders to 35 million and charge
20.00 for a permit, that is $700M toward habitat and non-consumptive
projects. Nothing to sneeze at, and government officials will notice for
sure.
