Joe,
Not sure if this will help you, but in Vancouver area wintering Brant are
still in good numbers (~75-100+?) in Boundary Bay and another ~40+ at
Roberts Bank in Tsawwassen. A small number of Brant have also been seen
offshore of Victoria waterfront recently. Furthermore, I understand that in
the Parksville-Qualicum area on east cost of Vancouver Island (which is
preparing for its own now annual Brant Festival in early April) is already
seeing a few "new" Brant showing up over last couple of weeks (not sure of
exact numbers, but below 50). There is also evidence to suggest that herring
spawn may be starting early this year (no doubt due to mild temperatures).
If you don't have their URL handy: http://www.brantfestival.bc.ca/

Cheers,
