I can not speak for OR, but there are only about half a dozen WA records of
Rufous Humm before mid-Feb, and even during mid and late Feb, reports are not
annual.

I'd be interested in hearing of any winter Rufous-type Humms this winter (or
any future winters). Also, since winter non-Anna's Humms are vagrants, I'd
not necessarily assume they are Rufous. The chances of an odd-ball should be
increased during winter. In the eastern US, all sorts of bizarre records have
turned up during the last decade or so.
