The 2003-04 Federal Duck Stamp should be available on or soon after 7/1/03.
According to the FWS, 98 cents of every dollar spent on a duck stamp
(they're $15) goes to the Migratory Bird Conservation Fund. There's a
brochure about it on the duck stamp website, which is where I got the
98-cents info.

I guess the feds are hoping more of us birders who visit NWRs will buy the
stamp.
