This is from Kimball Garrett:
This is an alternate adult male Orange [= "Northern Red"] Bishop,
Euplectes
franciscanus. Red Bishop (E. orix) differs in having the black of the
face
coming down through the chin, and in having shorter upper and under tail
coverts which do not cover the entire (blackish-brown) tail. The
patterning of black and red/orange can be very much dependent on posture
(e.g. orange can be fluffed out to cover much of the black during certain
displays).

The Orange Bishop is locally fairly common in southern and central
California; I know of no populations in the U.S. (at least in California)
of the Red Bishop.
