The photo you posted was plenty good to identify it as a Northern Red
Bishop (Euplectes franciscanus), a native of Uganda and NE Kenya west to
Ghana and Nigeria. Most races are bright red, the pusilla race of Kenya
more orangy. Northern Red Bishop looks a lot like Southern Red Bishop,
but in Northern the black on the forehead extends almost to the top of
the head, whereas in Southern it's confined to just above the bill. See
Stevenson and Fanshawe's Field Guide to the Birds of East Africa. These
guys don't migrate, so there can be no doubt that it's escaped from
somewhere.
