I think another thing to consider is that there are a lot more bird species in the tropics, period. There are plenty of dull colored tropical species--just look at the plates of woodcreepers and antbirds. I think if you looked at proportions of bright to dull birds, you may find the differences between temperate vs. neotropical birds are not as great as they appear.
