Rat poison is not instantaneous, and weakened rats are perceived as a food source for owls as well as other preditors (cats in the city?). In the Barred Owl nests that I have climbed, about half the food source seems to be rats, with crows coming in number two.

I also have a rat problem on occassion, and use a "Hav-a-Heart" trap, and release rats near owls. Traps can be rented, and while not a long term solution, nor an instantaneos one, they do the job without jeopardizing the environment.

Those of you who use poisons ought to really think hard about what you are doing to our environment, and what else you are killing besides your intended target.
