Another way of purchasing a Vehicle Use Permit is to use the Conservation
Patron Donation Form which also posted with the info at the WA Dept. of Fish
& Wildlife website. They don't ask for any of the info that is described
below such as SS #, driver's license. The mimimum donation is $20 and you
will receive one Vehicle Use Permit. The information below is copied from
their website.
"Some recreationists, however, are interested in an alternative to buying a
Vehicle Use Permit as a conventional license. For those who want to make
fish and wildlife stewardship donations, the Department can accept these
under the Conservation Patron provisions of the legislation. Donations will
be used for fish and wildlife stewardship generally, not just access area
maintenance. For the minimum donation of $20, Conservation Patrons receive a
Vehicle Use Permit to use Department lands. Once the first permit is
obtained, permits for additional vehicles are $5. Conservation Patron
donations above the $10 value of the permit qualify as an IRS income tax
deduction. Making a donation is easy. Simply mail us your donation using
the form provided above. We will return a vehicle use permit in the mail. "
