On Sequim CBC records of Horned Lark:

We've had just three records of Horned Larks in the 1976-2002 CBCs. There
was a flock of 21 in Jamestown (Michael Carmody party) on the 1983 count,
then there were 3 way up on the open pastureland near Louella RS in the
foothills (at about 1500') near the southern edge of the count circle (Fred
Sharpe party) one year, these being the closest to known alpine breeding
sites. The third record was more recent, of two birds out on Dungeness Spit
on the 2001 CBC. I don't recall any of these being described to subspecies.
