Thank you for the information, such as it is, on Pallid Horned Larks
(Eremophila alpestris alpina). It's also unclear where the Streaked Horned
Larks (E. a. strigata) breeding (but probably not for much longer) in the
southern Puget Sound winter. The SW Washington coast, perhaps?

Now, the really hard question: If you are a county land planner or
otherwise interested in conservation in Clallam and Jefferson County, and
you suspect that this presumably isolated population of Horned Larks may be
wintering in the lowlands but aren't being seen because of few birders or
because the birds might be concentrated on private lands inaccessible or
unknown to birders, how much of your conservation resources do you expend
either trying to find the birds or protecting potentially suitable habitat?
