Subject: Yellow-billed loon?

For 20 minutes around 4:15PM, April 9, about a mile south of Tolmie State Park, I watched a bird which I identified as a yellow-billed loon. It had a definite light yellow beak the shape of that of a yellow-billed and body form similar to that of a common loon observed later. Head not so black a shown in guides. Definitely not a merganser or cormorant. The thing that throws me is that it did more dabbling than diving. Any suggestions on specie? Ed Level, Olympia, WA.
