Is it possible this is a juvenile red-shouldered hawk rather than broad-winged?

There have been sporadic reports of a small buteo at the Nisqually NWR over the past few weeks. The refuge volunteers are uncertain if this bird is a small red-tailed hawk or perhaps a Broad-winged Hawk.

I have not seen the bird, but apparently it was seen today. Anyone wishing to confirm or deny this sighting can look for it either along the boardwalk from the twin barns to the river, or around the ring dike trail. But it could be anywhere in the area, of course.

Good luck.
