Subject: Regular hawk visits and nest abandonment?

I spend today cleaning out my mother-in laws nesting boxes. She has 21 nest
boxes, only 5 had nesting material in them, which according to her is pretty
low. Last year she had a regular visiting coopers hawk which was attracted
by the doves in a dovekote in her yard. The hawk was able to snag a few and
so hung around, over the spring and summer probably also nabbing other birds
in the yard. I got to wondering if the hawks presence would have
deterred birds from nesting last year? It would make sense to me that if a
bird predator was hanging around, that birds would choose to nest in a safer
place. Anybody have any stories or ideas?
