This link: www.fund.org gets one to a digest of the bill and to some details
of funds to be appropriated, but I couldn't find important details like
which 94 species would be affected by the bill.

The list of exotics in the United States is pretty long, and well-meaning
people have created a lot of havoc by introducing them to this country:
European Starling, etc, etc. The Mute Swan is a well-known problem
species -- it kills the young of any other nesting waterfowl on the lake or
pond where they nest: loons, grebes, ducks, geese, whatever.

So I wouldn't automatically oppose a "massive slaughter" of, say, Mute Swans
if our native species would benefit. Typically Congress writes enabling
legislation and then the federal agency in question writes the implementing
regulations, normally after soliciting input from interested groups,
including those opposed. So this is part of a process, but the devil is in
the details, which this link didn't get me to.
