Yes all native birds are covered. There was even a recent court case in the
east re Mute Swans and the judge ruled they were protected even though they
are not native. As a result some folks believe all birds are protected,
even non native birds like Starlings.

But for sure, it is illegal under the International Migratory Bird Act to
disturb any native nesting bird.
