Thanks to all who have written with feedback, suggestions, and ideas.
Since we can't disturb the nest, we are now exploring the possibility of
building a barrier and have made arrangements for a construction crew to
come in and look everything over. I didn't think a barrier was
possible, but with a professional construction crew's opinion, I'm sure
we can come up with something. We might end up using Guy McWethy's
barrier idea. Any other barrier suggestions? Putting up a tarp would
be difficult as it is too windy on the roof for that.

I just went up on the roof and looked at the gull. She looks so
innocent and helpless sitting there on her nest.

One more question, once the nest is abandoned (meaning, no birds are no
longer on or around the nest), can the nest be removed? The NYC "Pale
Male" story stated removing the nest was illegal. I would suspect that
if the gull liked the location, it would simply rebuild it. Is removing
an empty bird nest illegal? Who's to say the gull will even return? It
had not been there before this year.
