I like the idea of training cats to control starlings, but I have another
solution.

Several years ago I read that there are 70,000 unemployed Italian bird
catchers(they have pretty well wiped out their resource). Also, there is a
great demand for small song birds by epicures throughout much of Europe.
You can still see small songbirds displayed in the poultry shops in France
and Italy.

We therefore bring over the bird snatchers, train them to catch only
starlings and house sparrows, ship the carcasses to Europe, where their sale
in the poultry markets will pay the wages of the bird catchers.

A win-win-win solution.

It might take a little startup money but surely Audubon could help out.
