Blake,
You're getting your agencies mixed up. It is not WA Department of Fish and Wildlife, nor U.S. Fish and Wildlife. Mike Denny said that the gull shooters represented Wildlife Services. This is a division of the USDA, Animal and Plant Health Inspection Service (APHIS). They are charged with resolving conflicts between wildlife and other interests such as agriculture, property, other natural resources and human health. Check out their website http://www.aphis.usda.gov/ws/pdf/washington.pdf

That's too bad that the wonded gulls were not killed to cease their
suffering. Gulls are protected by the MBTA but if you apply for a
depredation permit, you can kill them. That's probably what has happened.
The more letters you send to F&W the better, let them know how you feel
about it. DON'T EMAIL! They never respond.
