Hi,

There are many species of birds which are "protected" but are still
legally "controlled" by a variety of means. Just because a species falls
under the protection of the Migratory Bird Treaty, does not mean that a
permit cannot be written authorizing the killing of that species under
certain circumstances. A good example are the large numbers of blackbirds
killed each year to protect crops, and gulls, which are killed at landfills,
and certain airports.
