My previous post included some incorrect information. I just got this
update from Frank Hawley, Manager of the DFW Licensing Division. He and
his staff have been very responsive, and are working hard to get this
program up and running. I ordered my decal over the phone today, but
Mr. Hawley asks us to remember that his office has limited resources for
handling phone orders, so, if time allows, please order your decals by
mail.

Rachel, a couple of clarifications:
The hanger is available for people that want to attach their Vehicle Use
Permit and hang it from their vehicles "rear view mirror" and transfer
between two vehicles.
More important is the Program is available on April 1st by mail request,
April 15th on the Internet, and May 18th at authorized WDFW licensing
outlets.
