On the mainland there is the Brackendale area. I don't personally know much about it, but here is a link:

On Vancouver Island at that time of year (Thanksgiving is long past for Canadians by the way. I've been here 15 years and am still not used to it.) any of the estuaries on the east coast of the island should have significant concentrations of Bald Eagles. The Little Qualicum and Big Qualicum Rivers, north of the town of Qualicum Beach, are usually very productive, often with several hundred Bald Eagles visible at any one time. Goldstream Park near Victoria usually has some great Bald Eagle viewing as well. Check this link for more info.
