Guy, if no one on Tweeters sends more specific reporting information, try the contact address / phone at the Patuxent Wildlife Research Center http://www.pwrc.usgs.gov/. I am sure they can put you in touch with the appropriate person.
I photographed a banded Snowy Plover in December 1999 at Torry Pines Reserve, LaJolla, California and reported the information. But that communication was all done via email and saved on an account I no longer have; I did just look for a hard copy among my numerous files, with no luck.
It was really kool though; the researcher/bander was able to tell me the sex and age of the bird.
