I raised this issue several weeks ago and didn't get much of a response.
Flickers aren't causing damage around my place, but they drum on the
gutters. My neighbor was pretty annoyed and was ready to start shooting
them with a BB gun. So I hoped to get suggestions that would be far less
lethal.

Have you done a web search on this topic? There are several web sites that
offer suggestions. This is far more information than you will likely get
from the Tweeters list, though some may come through with a helpful
suggestion or two. If I were to take action on this, I'd probably start
with visual deterrents such as the raptor silhouette or Mylar strips.
Flickers spook easily. Perhaps that would do it.
