I'm going to back-peddle a bit....after looking at a dozen or so more photos, I am now thinking the bird I identified as a White-tailed Kite may have been a male Northern Harrier, that, given the lighting, appeared more contrasty than the usual grayer male N. Harrier. I have seen both White-tailed Kites (S Calif) and male Northern Harriers before, but, this time, didn't have a close enough look to tell the eye color and was going by what appeared to be a whiter body and dark on wings.
