My understanding is that these residences are Navy housing, primarily for
Navy personnel who work at Bremerton. The roads are posted as "permit
only", and typically we just get passes to drive through the residential
area to the beach. Military personnel are uniformly considered
targets. That's why you seldom see them on the street in uniform any
more. If the Navy wants to stop access altogether as a security threat,
they probably could do it, so long as they still have housing there.
