Does anybody know if Lesser Scaup are being color-banded with
narrow orange neck bands. I saw a female scaup at Astoria
Sewage ponds this morning with an orange band around its neck
about the width of a zip-tie. It did not seem to be under any
stress otherwise.

I guess it could just be an arrant loop of plastic that the
bird managed to get round its neck, but wanted to rule out
some marking experiment.
