you may have had some success, kevin. i was out there this morning, and
there was a sign directly above the stairs from the south parking lot...

of course, this didn't mean anything to some folks, and even when asked to
leash their canine (pointedly, within a few feet of the sign itself,
something you could miss only if you were blind), the sign and i were
ignored on occasion...

no owl this morning, though lots of people looking around... i left a
little after noon...

I did a search for reporting off leash dog violations in Seattle.
Call (206) 386-PETS. The office is in Interbay, not far from the park. But
given city budgets and priorities, I wouldn't anticipate rapid response. The
web site provides a form for reporting incidents as well, and perhaps it
might help identify trouble spots.

I like dogs, but not unleashed in certain times and places. I apologize if

Saturday, the owl has not been found.
