The state ferry service has issued special passes to some impoverished urban pigeons that allow them to ride inside the cabins, but they can't eat more than $1 worth of food per day. However, some of them are riding on expired passes, so they switch ferries in the middle of a run to avoid the specially hired Pigeon Checkers that check their passes as they get off at the end of a run. State Republicans, following the lead of President Bush, have introduced legislation to stop funding this program, claiming it is ineffective, but it's a favorite with Democrats who are standing up for pigeons in poverty. (The question of voting by unregistered or felonious birds has actually become one of the unpublicized but contentious issues in the recent Governor's race. Many pigeons, for instance, were registered under the name "Rock Dove," and they did not all change their registrations properly when their names formally become "Rock Pigeon." Dino Rossi has a squad, the Squab Squad, looking into this.)

Besides coming inside ocasionally, I have seen the pigeons switch ferries in
mid run on the Vashon route. As the ferry from Fauntleroy going towards
Vashon passes the ferry going to Fauntleroy from Vashon, pigeons often fly
across to the oncoming ferry to hitch a ride back where they came from. I
have been disappointed several times seeing a strange looking seabird
approaching in mid channel only to have it turn in to a pigeon.
