Ahhhhh, yes...there are not only hungry eagles but hungry peregrines too!
And the gulls are the biggest cleaners of the carcasses of birds...perhaps
that is part of the answer. But I have to say we usually find a pair of
wings or the bones and feet, or both, remaining from the "cleanup crews".
