I lived in Orting from 1997-2002, and there was a small but stable
population of Western Scrub Jays there. I never actually saw them in my
own yard, but I saw them frequently on my street and the next street,
year-round. There were at least two pairs, because that is the most I
saw at one time. That's great that you have some in Ballard! It seems
to take forever for bird maps to change, though--just look at the range
map for the Western Bluebird, and you'd think they were flocking across
Seattle!
