Apparently the central and eastern Aleutians, on the Bering side, are a hot
spot. I know a vessel captain who claims that, while operating just north
of Island of the Four Mountains, that he had a flock of 15. I found that a
little hard to believe until I met the group at Seattle's own Fish Expo
working to reduce fishing bycatch by longliners (of albatrosses),
specifically because ST Albatross is at risk in the area that the fishermen
operate. AK researchers I talked to said that small flocks have been seen
several times in this general area.
